一、用户申报用户申报须提交的材料： (一)新设备 (1)用户须填写《特种设备使用登记表》（请在右边“表格下载”中下载）1式2份； (2)产品合格证； (3)产品质量证明书； (4)产品竣工总图； (5)质量技术监督部门锅检所签发的产品制造安全质量监督检验证书； (6)进口设备应有锅特处审核盖章的中华人民共和国锅炉压力容器安全性能监督检验报告。 (二)在用设备用户携带设备有关资料、检验报告和填好的《特种设备使用登记表》1式2份，向锅特处申报办理使用证。二、审核受理省质监局锅特处负责受理并对用户提交的资料严格进行审核，并提出审核意见，对有下列情况之一的设备，不予受理； (1)无设计、制造资格证书的单位所设计、制造的； (2)安全状况等级达不到1级或2级要求的； (3)申报资料不齐全，不能有效证明其质量合格或不真实的。三、审批发证根据受理审核意见对符合条件的予以注册登记及时发放证件。说明：其他特种设备的使用登记行政许可证由该所在地的市州的质量技术监督部门办理。
