各县（市）质监局，各有关单位： “五一”节将至，为确保市民过一个安全、祥和的节日，根据省质监局文件精神，以及市委、市政府关于创建中国优秀旅游城市中,强化特种设备安全监察工作的要求，针对市特种设备的安全状况，我局决定在“五一”节前开展一次全市特种设备安全重点督查，现将有关事项通知如下：一、检查步骤：请各有关单位先行对其特种设备进行自检，发现并消除隐患，并做好维护保养，由市、县（市）质量技术监督部门在节前组成专项检查组，对重点设备和部位进行监察、督查。二、检查重点：宾馆、商场、医院、公园和人口集中场所的锅炉、压力容器、电梯、游乐设施等。三、检查要求：各有关单位对其特种设备管理、运行、维护保养等均须责任落实到人，整改措施到位，并根据需要，制定重大事故应急预案，确保以正常的运行状态和良好的安全性能，接受市、县（市）特种设备安全监察部门的检查，市、县（市）检查组如在检查中发现有违法和敷衍塞责行为、安全隐患，安全监察部门将依据国务院《特种设备安全监察条例》相关条款依法对违法违规单位进行处罚，以保障广大市民安全过节，并迎接创建全国优秀旅游城市验收检查。株洲市质量技术监督局二00六年4月23日
